Storage costs will be high, but data access is instant and access charges for data will be low or free. There will also be no minimum contract length for data storage. Cold tears are for frequently accessed data. Storage costs will be much lower but the minimum contract length will be. Data is usually not immediately available and may take several hours to retrieve. Data recovery will incur significant costs.

Not all cloud providers offer tiers. Some flat rates offer single tiers that need to be considered for certain types of data workflows. AWS currently has six tiers – four hot tiers and 2 cold tiers, all of which are S3 compatible and use the same API. They are listed below in order from hot to cold.
The S3 Standard, as the name suggests, is the primary heated tier. This is the most expensive storage tier, typically costing around $20 per TB/month, but data is instantly accessible and there are no data access charges or minimum contract lengths. This is an ideal level for local system file extensions.
S3 Intelligent – Tiering is used for workflows with unpredictable changing patterns. It will automatically switch data between different hot and cold levels based on usage. Appropriate tiered storage charges apply and there is a handling charge and a minimum inventory size charge. This makes for very predictable costs but if there is no other way to manage the data lifecycle automatically, it can be a good option.

S3 Standard – Infrequent Access: This is a low-cost hot storage tier for infrequently accessed data that still requires immediate access. It’s about half the cost of S3 Standard but has a minimum inventory size charge for each item stored and a 30-day contract. Access charges also apply. It is a good choice for persistent data protection and file extensions where data needs to be accessible immediately but not often.
S3 A Zone – Infrequent Access: A zone is specifically designed for backups where it is one of two physical copies of data. It is the lowest cost hot storage tier at around $10 per TB but data is stored in only one data center in one region, which means there is a higher risk of data loss.
S3 Glacier Instant Recovery, S3 Glacier Flexible Recovery (formerly S3 Glacier) and S3 Glacier Deep Archive are three cold tiers, designed to archive data that needs to be accessed infrequently. Storage costs are $4, $3.6 and $1 per TB/month respectively. S3 Glacier Instant Retrieval provides the fastest access to archive storage, with the same throughput and millisecond access as S3 Standard and S3 Standard-IA storage classes. With S3 Glacier Flexible Retrieval and S3 Glacier Deep Archive, data is accessible in just 12 hours as standard. Glacier Flexible Retrieval offers fast retrieval in minutes but at a much higher cost. Glacier Flexible Retrieval and Glacier Deep have higher data acquisition costs and minimum contract lengths of 3 and 6 months per object. Many organizations that need to store data for compliance reasons would do well to consider these tiers as it will dramatically reduce long-term storage costs.
Microsoft offers 3 tiers: Hot, Cold and Archive. There is also a premium hot tier designed for high transactional data, but it is not currently possible to tier from the premium tier to another tier. Otherwise, the hot, cold, and archive tiers follow the same pattern of high-to-low storage costs, low-to-high data retrieval costs, and data retrieval times as the AWS S3 tiers. The minimum inventory storage contract periods are zero, 1 month and 6 months for hot, cold and archive respectively.

Microsoft offers Reserved Capacity pricing that provides a low fixed price per tier for a minimum storage commitment of 1 or 3 years.
Google offers 4 levels: Standard, Nearline, Coldline and Archive. Prices vary from region to region, but are broadly in line with AWS standards, Infrequent Access and Glacier. There are no data acquisition costs for Google Cloud Standard, but they are higher in all tiers. It’s worth noting that the archive tier has a minimum 365-day contract period per object. On the flip side, Google Cloud provides instant access to archived data when needed.
IBM also has 4 standard tiers. Like Amazon S3 Intelligent Tiering, IBM Smart Tier will manage your data between hot, cool and cold based on activity and access. Then there is standard, vault and cold vault for different data retention classes. Again, storage costs range from high to low and data retrieval times from low to high. They also have Archive and Accelerated Archive classes that offer 12-hour or 2-hour retrieval times with lower long-term storage costs.
Wasabi is a new generation cloud storage provider that offers cloud-only storage at a fixed price of $5.99 per TB per month (may vary by region) with no ingress, egress or I/O costs. . Some contracts may have a minimum inventory storage charge of up to 3 months. Costs are also lower for contracts with reserved capacity for more than 1, 3 or 5 years.

While there is a large amount of choice of cloud providers, this is often narrowed by company policy, which areas are served by which providers or data sovereignty concerns.
There are also other key data management criteria such as version support or bucket immutability that may factor into the decision-making process.
Your cloud choice may also be influenced by other cloud services such as compute services. Azure and AWS have many services besides cloud storage.
